The Sabarmati illusion

The Telangana government points to the Sabarmati Riverfront in Ahmedabad as the "gold standard" for what it wants to do to the Musi. Ahmedabad is the reason to stop. The Sabarmati shows what happens when a project cares about how a river looks instead of whether it is alive: borrowed water held still behind barrages, a paved bed, and a river that is still one of the most polluted in India.

What Ahmedabad opened in 2012

The Sabarmati Riverfront was inaugurated in 2012. It was sold as the "transformation" of a "dry, neglected river" into a lively city space. On opening day the river looked full, blue and clean. That water was not the Sabarmati.

  • The launch: the project opened in 2012 and was marketed as new life for a river the state had already written off as dry and neglected.
  • The illusion: the water in those photographs came from the Narmada Canal. It was diverted in to fill one 11.5 km stretch through the heart of Ahmedabad.
  • The stagnant tank: barrages (small dams) hold that borrowed water in place. A flowing river became a still pool. Water that does not move does not take in oxygen, so the stretch is dead ground for river life.

Intercepting the sewer lines did not clean the water

Despite the "beautification", the water quality in the Sabarmati stayed critical. Like the Musi plan, the Sabarmati project ran intercepting sewer lines to keep waste out of the stretch on show. The waste did not stop. It moved.

  • The result: data from the Central Pollution Control Board (CPCB), India's official pollution monitor, consistently shows the Sabarmati as one of the most polluted rivers in the country.
  • Just downstream of the project the readings jump. BOD and COD (two standard measures of how much oxygen-demanding pollution the water carries) spike there, because the sewage is simply dumped further down the line.
  • A river can look blue and still be toxic. Paving the banks and the bed took away the Sabarmati's own way of cleaning itself through soil and sand.

The Godavari link repeats the same mistake

Telangana plans to release 2.5 TMC of Godavari water into the Musi so it looks full all year. TMC is thousand million cubic feet, the unit used for big reservoir releases. This is the Sabarmati and Narmada model copied straight across, and it is an engineering lie.

  • Dilution is not a solution. Pumping fresh Godavari water into a concrete-lined Musi is like adding a cup of clean water to a bucket of sewage. The look improves a little. The toxicity stays.
  • The energy cost: pumping water from Mallanna Sagar to fill a concrete bathtub burns a great deal of electricity for the sake of appearance. That is public money spent, and carbon burned, for a view.
  • The Sabarmati warning: in Ahmedabad the Narmada diversion often stops during a drought. When it stops, the Sabarmati goes back to stagnant, stinking sludge. A bad monsoon would do the same to the Musi.

A riverfront is a real estate project, not a water project

The word "riverfront" says it plainly. It names the bank, not the river. Nothing in the design cleans water, and the money proves it.

  • Killing the bed: sealing the bed in M30 concrete kills the hyporheic zone, the living layer of sand and gravel under a river where most of the cleaning actually happens.
  • The money follows the front: governments spend about 90% of the budget on roads, statues and promenades, and only about 10% on treating sewage at the source.
  • Someone downstream pays: as in Ahmedabad, a Musi "model riverfront" would export the smell and the filth to the villages downstream, while the well-off in the city walk along a concrete promenade.

The Sabarmati is a mask

The Save Musi movement's own words on the model the government wants to copy: "The Sabarmati is a mask. It is a project that hides a dead river behind a concrete wall. The government wants to bring Godavari water here to hide the fact that they haven't stopped the sewage. We don't want a fake blue river; we want a living, breathing Musi." Clean the sewage first, at the source. Then the water can be blue because it is clean.
